You would have to add such a debuff to every single weapon.Having a entire traitline that works around only one weapon seems pretty bad.Also if rather not have more skills that self inflict dmg, as long as necro doesn't have any active defenses and meaningful sustain (yeah it got better with the big update) That would make the entire traitline completely useless for pvp modes
