I was in an shard that started with an IP of 10, but before I logged out I decided to give it one more try and got into a shard that started with an IP of 64. Not a problem, and I have the rare back piece now. You may want to take note of the IP (if you're NA) and see if you can shard hop to see if that fixes the bug with Portia/the suspicious location scan.
