Drizzlewood Coast - what happens if the meta never completes?

I enjoy the Drizzlewood Coast meta and run it often. But I was curious about something - what happens if the meta never completes? Several times, I've gotten onto a map where the reward timer has run out, but the last two bases aren't captured. I've gone away for 15 minutes, come back and no movement. Those last two bases are still red. I've stayed, but there aren't enough people to take the Village or Lighthouse.

Does the meta ever reset on its own, or are those maps just waiting for everyone to leave to close? With enough people on the map, would the meta stay stalled like that for hours?

Sits that way till the map closes I bet or until players take the last 1 or 2 areas to start the boss. I see it alot too

I suspect that's it. If a map isn't completing, sooner or later the game will either close it to move its players elsewhere, or shift enough players onto the map so that it does complete.
