The answer is generally no. Almost none of guardian builds are lacking sustainability in PvE or PvP.

Actually, it is a mockery of Vigorous Precision from Honor.Because you are needing vigor when you are critting left and right, for sure.

Well it's 50% uptime without boon duration for vigorous precision while the thief can potentially get 100% uptime without boon duration from feline grace that grant vigor on evade.

Anyway that's how ANet design it's traits we can't do much about it.

and then there is mesmer that gets 3s vigor on crit instead of 5s.
there is the best, there is good and then there is mesmer :D

The way Power builds work in this game, you are always critting left and right. The only liability here is that Honor tends to be taken by zero-DPS support specs that have no Precision and also tend to spend lots of time not attacking at all (when camping Tomes), but honestly those specs are very durable and get a ton of value out of the rest of Honor (like Healing Power boosting Pure of Heart), so I don't think this needs to be changed.

Feline Grace is part of a trait line that's:

• almost entirely built around dodging, thematically
• seldom used in any game mode
• essentially just Daredevil But Bad

Guardians can reasonably play with +100% boon duration because we're talking about a class that spews out enough group-wide boons to be worth it. Absolutely one of the best classes for Concentration-heavy sets like Harrier's and Minstrel's. Basically the only time you'll see a Thief use boon duration that is one-note Stolen-Skills cheese on a few Raid bosses.
