As for me something wrong whit this, last or perv update broke it .. It trigger to rare after last updates.

If you're speaking about how often the event shows up, make sure that people are not actually doing it ahead of the zerg. The prisoner part of the event is very easy to solo.

I've seen it show up at least every other meta since there are two possible locations for it.
