Because it is garrison.
Just like bay is bay and hills is hills.

Because garri is shorter and sounds better. And also stoic sounds stupid.
It's Earth Keep just like Wind Keep and Fire Keep! Earth, Wind, & Fire! At least that's what Anet wanted before everyone called Wind Keep: Air Keep
I usually call it Rampart or Earthkeep, depending on who we're linked with and which they'll recognize faster.
Garri/Garrison is ABL nomenclature and only works with people who have been playing a while. It's not something you can understand by looking at the map or mini-map so I generally don't use it on DBL.
Unfortunately, new blood is rare in WvW and new blood that talks is even rarer, so archaic names are mostly seen in chat and the ensuing confusion just makes people even less likely to speak up.
