General
Removed duplicate level-78 crafted exotic backpack recipes.
It seems you removed the level-78 crafted exotic backpack recipe from Artificer entirely, and not just the duplicates.
Not there for Artificers that had it previously, nor for a new Artificer levelling up.
All the other level-78 crafted exotic backpack recipes seem to be there...

Huntsman : Present
Jeweller : Present
Leatherworker : Present
Scribe : Present
Tailor : Present
Weaponsmith : Present

What about Chef's?
Good point, I forgot about Chef, sorry.
I don't have a Chef to check with, I'm afraid, but if someone who does would be kind enough to check and let us know that'd be great.
So, I checked my account:
Chef's Ambrosial Backpack (recipe) is intact.
As you noted, Artificer's Elegant Backpack (recipe) is missing.
I also checked:
Tailor's Elegant Backpack (recipe) is still there at the crafting station.
Artificer's Elegant Backpack (recipe) is missing.
Did ANet acknowledge this bug? Can't find any report from them about this 'bug'
Almost month has passed and same ;( waiting ;(
Good looking item stealth banned by the devs. Perhaps it contains subliminal symbols of the patriarchy?
Just a heads up, this bug has not been addressed in today's patch.
Six weeks, several patches, still not fixed
It was neither fixed with the January 5 patch.
It was neither fixed with the January 19 patch. So the recipe has been missing for 86 days (excluding today).

Per the wiki, the Elegant Artificer's Backpack recipe is missing. Has anyone heard when it will restored?

Not just per the wiki. I have in my inventory all the required ingredients. I can neither discover nor craft anything with them.
Yeah I tried it too...didn't let me craft it
The recipe wasn't re-introduced in the patch of February 23, making the recipe unavailable for 119 days already.

The recipe has been missing since the patch of October 27, 2020.
No ETA on when it will be fixed and we do not know if it even is a known issue for Arenanet.
