I'm probably just missing something obvious here, buy why is Lady Madeline the only npc to wear the same outfit that Jennah does--both dress and necklace? [although Madeline wears shoes]

My only confusion was that it's the exact outfit/necklace that Jennah has and I don't think any other noble wears it--wasn't sure if that meant anything lore-wise. Lol besides the shoes.
