Shadow Mender doesn't revive

The Shadow Mender from consumable https://wiki.guildwars2.com/wiki/Shadow_Menderdo not revive in any way.If an ally goes down nearby it doesn't automatically start reviving,it doesn't start reviving, if you (the user of the consumable) start reviving,it literally does nothing.

I tested it in the open world (Bjora Marches) with a groupmember that went down right next to me and my Shadow Mender.

Still doesn't work at all.
Hoped for a fix with the "Return to" event, but seems even more ppl will be disappointed from this item and spend their currencies for nothing.
