It just feels really ridiculous having such long choreography with no DPS allowed on one of the shortest timers.

Its there to show you how kitten up PvE dps balance is and how kitten your group is. A good group will take a couple of seconds to burn down the boss to each invouln phase, a bad group... not so much. Probably half of them downed from the incredibly predictable attack anyway.
