Yay! 19 days later I got a response asking me to get more info and make a video showing the problem. In doing that and switching to windowed mode to get a video, the dialog box position reset itself and I can access vendors again! They must be severely bogged down at ANET. Good luck and hope everyone's responses come soon.

If your issue was resolved, make sure to close your ticket by updating it with the response, "I no longer need help".
