Game purchase gifting

I have an online friend that mentioned interest in gw2 with the announcement of steam. It was delayed & we have been in a slump of other games. For reasons this friend is limited as to how he can purchase games. From what I could tell searching google if I buy a copy of gw2 from arena net I get a code I could give him to upgrade from a free account to a fully unlocked account. Is this correct?

That is correct. As long as you buy it from the GW2 web store or other authorized retailer you will be given a code. You can then send the unused code to your friend and they can upgrade their free account to full in their My Account page.
