I am working with limited screen space and was wanting to know if it was possible to hide the top enemy health bar and just leave the one attached to enemy itself?
Open the options menu, scroll down to Dynamic HUD and set 'Target' to Never Show.
The only downside is it hides the entire nameplate, so you won't see buffs and debuffs, hints on which skills they have or defince bars either. But if you think you can manage without that then it will work.
I also recommend setting the interface size to small, if you haven't already.

Nope. As soon as you target an enemy the healthbar will be displayed on top.
Unfortunately, GW2 does not offer any real UI customization. GW1 did have it...
