My realistic bet is, they don't give a kitten about PvP now, that they launched PoF, and they will focus on new PvE gear and skins instead of balancing classes. Expect scourge to be buffed even more and expect SB's to be nerfed hard (they have to listen to the scourges who cannot win easily against them after all). People are only playing PoF specializations for the most part. There a sleeper HoT specializations that no one is paying attention to right now.
