kash.9213 Posted November 2, 2017 Share Posted November 2, 2017 I haven't heard of it being bugged or being that rare of a drop. I know it sounds dumb but have you checked all your bags, it should drop that in your consumable bag if you have one I think. Or, check your crafting to make sure you it's not already learned.
