Is it safe to drop toys?

I would have an easier time managing my bank if they weren't there. So if I drop some, where can I get them back from? Or is there no way for re-obtaining?

What do you mean by "toys"? Travel toys?

If by drop them you mean delete them, I'm 99% sure there is no NPC to get them back from. What you can do is put them on characters you don't play much. Or even ones you do play a lot, clean your bank out, then put the toys back in the bank.

There's no way to recover deleted gizmos (including "toys"). Find room by selling or using up other things that take up space or buy more storage. There are a number of posts in these very forums going over alternatives. My strong recommendation: max out the bank storage if you can afford to buy any gems right now (currently trading at 88g per 400 gems, enough to buy a new bank tab, which is down from the typical 105-115g for 400 gems, right before PoF launched).

Same thing happened with the Nuhoch Warbler on my main. I can't get it back either, since the story step to get it is not instanced and can't be replayed.

Some of the ANet devs are equally anxious to have a toy box|cabinet, too (along with a key ring). They also said they don't think it's happening any time soon, because there are so many other things we (and they) want.

So I think it's fair to believe that some day we will have a "toy cabinet" or wardrobe-like method of storing toys; I just don't imagine it will be in 2018 or 2019.
