Daily reset now requires relog?

Over the past two days, I have not received key fragments from the Mad King Says event at server reset time. At first I thought it had something to do with daylight savings changing this weekend, but then I heard people saying the dailies will not reset until they log out and back in.

I have confirmed this tonight; logged in about 30 minutes before reset time, waited until next MKS event in Lion's Arch, noticed my dailies did not reset... Completed Mad King Says with 15 points, only received XP and karma rewards, waited for teleport into the cauldron, then immediately logged out and reloaded the game... daily chest popped up and daily achievements reset.

Is this a deliberate change? Dailies used to reset even while logged in. If they now reset only after reloading the game or returning to character select screen, this will make scheduled events that coincide with daily reset time problematic, as it can take up to a few minutes for maps to load on many players' systems.
