Major packet loss near ANet servers

Here are the results from my -diag:

Packet loss fluctuates between 0 and 4% (very good) until node 11, where I see 92% packet loss. What does this mean? Is this something with my ISP, or with ANet's new AWS servers?

Estimated packet loss is the in-between lines with the |, so the 2% between hop 9 and 10. This result is for the old NCSoft servers (NA). If you want to do Amazon's, open a command prompt (cmd.exe) and enter:pathping -w 500 -q 50 -4 auth1.101.arenanetworks.com
