Captain WIley in Gendarran Field Blocking Progress

Just wanted to know if Captain Wiley in Gendarren Field event, "Stop Captain Wiley before he finishes scouring the ship for treasure", bugged? I didnt see any report on GW2 Wikipedia of any bug and I havent seen any discussions on here after searching for it about it being bugged.

I have waited for 2 hours now and the event still havent shown up. I need to complete this event so I can finally finish my third tier for the collection for The Predator and this is the last event I need to complete.

Please ArenaNet fix this if it is bugged. I really want to make my legendary before PoF launch. :anguished:
