Here is a case study that what we facing in desolation server. During Vabbi+Desolation link, desolation too stacked that guilds can barely fit any borderlands so they decided move to other servers. Then the server is closed for long time and unlink happened ( I really forgot when it was properly open). At that time desolation server started to bleed. Because, Desolation is always been a server which has small WvW core community and feeds numbers from casual achievement hunters, coming for wvw dailies, gift of battle farmers and now pip hunters. These people can only join to fight or follow tag when they outnumber the enemy and they leave if there is a proper resistance. After that, open tag decides to untag because noone follows him. This situation exist since the release. What makes it worse is amount of these players is insanely high atm and can't do anything when facing against 3-5 servers in the matchup. Desolation is still full because of these players farming their achievements/dailies/pips without doing anything beneficial to the server. How a server compete against 3-5 servers at time when the server is closed?

  1. We adjust world population status periodically, but it does not update constantly. We are working on automating this process, but at this time, worlds occasionally can get more players on them because the threshold is not updated every time someone transfers.
  2. Thresholds have been adjusted. As the populations have adjusted so have the thresholds. We switched from using WvW players to WvW play hours, and because of this the thresholds needed to change. Adjusting thresholds has caused some worlds to have populations temporarily over the threshold.
  3. Players coming back to the game can put a world over the threshold. When a player has stopped playing for an amount of time they are no longer considered in the world thresholds. When they return to the game this can cause the world to go over the threshold since we do not remove people from worlds. We also have no plans to remove people from the worlds they play on because this would be a bad experience for those players.**_

Those types of players move server too, to bandwagon on other host servers and linked servers which have queues, that apparently aren't over the threshold.
