I will just shoot: Is this a suggestion to make Utility Skills swapable during Combat, as in "a used skill will be automatically swaped for newly selected skill once the CD of current Skill ends" ?

More complicated, more changeable, more amusing. Whatever it is... I think I like it.

I think he means that if you are in combat and you see a thief coming you can switch a pve signet with a BS or INVUL ( just to make an example ).To swap skills whenever you want, but if the skill itself is on cd it remains in cd even if you swap with another one ( currently in order to swap you have to have it ready ).

sounds like a nice skill design for ANet to adopt and it makes as much sense has the ANet class and skil design.

with exception the "more compliecated" unlesss that might mean more easy way to carry players with spam..and power creep.
