"Respect can now be properly shown to Amnoon's dead"? What's that?

So, this line ("Respect can now be properly shown to Amnoon's dead") was in the late patch notes, under the Living World category.Does anyone know what it means? I can't understand whether it's only flavor text for a bugfix, or if it's something new, like a new current event, or some other new additions. For the latter, i didn't notice anything noticeably different within Amnoon. Any ideas?

Not sure either, but there's a new event in DR donating wintersday foods to be sent to help Amnoon

Probably talking about the crystal Dragon stuff during the opening LS4 episode

I remember an area where we were ordered to show respect for the fallen ancient kings as part of the quest line. Maybe it was bugged? (Don't think it was in Amnoon, though.)

Behold my amazing powers of Necromancy. I came across a memorial portrait outside of the Grand Sahil Casino today that I had never noticed before and looked to see if anyone knew anything about it. Not sure if this solves the patch note mystery, but here's what it looks like.I looked into it a little further and remembered I had an extremely fuzzy memory from Living World Season 4 that suggests the memorial is meant to honor this guy.
