Trouble using Action Cam with some abilities without directly targeting an enemy.

As one coming back to GWII, I'm enjoying the Action Cam functionality, which has improved since I last played. However, I notice that I cannot use certain skills such as the Elementalist's Number 3 Flame Burst ability (Fire staff skill) without directly targeting (target has a selection rectical below it) an enemy or using the "Promote skill Target" option. Forced targeting in this manner causes the player to auto target an enemy, removing some of the freedom, skill, and flexibility of using Action Cam in the first place.

Is there not an option which allows you to use target requiring skills on your cross-hair chosen target instead? If not, this seems like a valid and reasonable quality of life improvement to the Action cam system.
