Can ANET implement the ability to restore characters from the users side/client?

I'm well aware that tech support has the ability to restore items and characters up to a point (if you ask them too much for whatever reason they'll blacklist you from this process). Can ANET implement a system akin to what Blizzard does and allow a character or variety of items to be restored from deletion once a month (or something similar).

Doubtful. What would be the purpose? It can't be items unless they were bound. With characters, maybe once per year or two; otherwise it might affect sales.

This would be avoiding in-game mechanics ie buying character slots. You would use deleted characters as mules to avoiding purchasing character slots. So no I doubt they'll ever implement something like this.
