New Tempest Advice

I'm an Ele main, playing mainly open world pve and lower tier fractals (trying to go higher though), and I've spent a lot of time in core and most recently Weaver. I play condi sw/d well and fresh air weaver, but I'm trying to give Tempest a shot and I'm not really sure where to go with it. D/Wh seems the way to go, but its dps seems quite a bit lower than the potential of Weaver (not to mention its rotation is a little boring). It seems to be much better for support though. I'm just looking for some advice in general for using Tempest in the current state of the game.

Tempest dps will be inferior to Weaver no matter what. Like Weaver, best dps is staff, followed probably by scepter/warhorn.On the healing front, you can do much better. Both the aurashare and the staff heal build are pretty good, though not meta because you know, you're not druid.
