Sad bug. On the preview it shows it fine but on the actual character its barely noticeable.

The facial feature (long beard) for human males in the makeover window looks different than in game. In the makeover window (first screenshot link) you can see that the long beard is full and smooth, but in the actual game after you confirm the change (second screenshot link) the beard is partially missing and looks very grid like with little blank squares. It does not look complete like what is previewed in the makeover window from an aesthetician or from a total makeover kit. You can also see that in the selection window the beard already looks incomplete.
The jaw is dislocated from the rest of the head and as shown the the screenshot above it does not follow where the head goes. When drawing a greatsword for combat the jaw and lower nose stays unanimated and creates a disconnect with stretched textures.

Issue: Polysaturating Reverberating Infusion
My other characters are male Asuras and I have only recently created a female Sylvari character and I noticed when I equip any of the Polysaturating Reverberating Infusions my hair would not be affected by these infusions even though my Asuras hair are affected by these infusions. I even noticed Human players with Polysaturating infusions and their hair are affected by the infusion so I guess the problem lies with Sylvari female. Please fix this issue.

Im not sure if this is a bug or what but with the new Mistforged Glorious Hero's chest I cant see a dye I put while other players do. I was super hyped to see new goggles and a scarf added to the game. I currently use the drytop ones on my engi charr. Upon trying them on in the bank though I was disappointed to see that it doesn't fit any charr face well at all. They just sit on the end of the nose and have a gap on the top between them and the eyes...
Why can't they be set back a little closer to the face? I understand that charr have some odd faces but I tried these on different ones and they all just sit on the end of the nose. While on other races they sit against the face. Wouldn't the goggles be sitting back from the nose of charr? The drytop ones extend too far out too but at least they covered the gap.

The scarf has some weird animation when idle, it floats way too much off the back. It gets even worse when holding a weapon. I am glad anet finally added a long scarf into the game some tweaking and variety would be nice. Hi, speaking on behalf of my friend Lyght.2965 since he doesn't use the forums.
So when we go to WvW the character models default to the basic human model for enemies, friends, everyone. All areas of the game are unaffected and he is running on a really good computer. We are trying to figure out what is going on. We tried doing autodetect in the graphic options, but that did nothing as well. This has been on ongoing problem for a while and re-log does not work neither does reinstall. Internet connection is good and ping is perfectly fine. If anyone has any suggestions from game devs to community, please send them our way and I will pass them onto Lyght. We have been trying to figure this out. Thanks!

Yeah we know about that, this affects everyone even his allies. So we are having issues with that.
Have you checked 'Character Model Limit' and/or 'Character Model Quality'? These will affect enemies, friends, all models.

An issue I encountered a week ago when I made a new character. I used a makeover kit and what was seen in the makeover kit preview didn't match the in game results
There is a noticeable difference with the hair as it looked more vibrant in the preview. Not exactly sure what caused this and sadly I don't have a Permanent Hair Stylist Contract to experiment with.
So for anyone else just be a bit wary of this hairstyle and its colors till anet adresses the issue

The female version of this shoulder armor piece does not have this problem. The issue also appears no matter what other armor/weapons your character has in use.

Issue: Pharus bowstring. When you ride on mount and use skill 1 (attack) bowstring disappear and back only after changing map or summon mount again and remove him with special (summon) key (sometime it take 2 or 3 times).
Issue: The female Norn (and only the female) walking animation is buggy. When you walk forward and strave to the right at the same time the character suddenly turns around and runs backwards in the animation. Every other walking animation is fine as you can see in the video.
Having NPC character textures not display during most recent play-through of personal story. Playing as an asura all of the cut scenes so far from level 10 through to level 40 with Zojja have her appearing as a black and white texture.

Problem: The flaps that are wrapped around the elbow and go down the forearm are... Stiff? Really stiff, actually. I like the design, but the stiffness really throws it off and causes a lot of clipping. Kind of feels out of place.
I concur with the missing texture items, these have been a recent happening. The b/w checkerboard texture is often consistent with textures for models/areas not being found, so the engine has to do something with the model. Good to know I'm not the only one with these issues.

The heavy Hellfire Chausses skin has a weird black void stretching and poking through the front, more prominently whilst weapons are drawn. It seems to have no purpose being there and almost feels like a sloppy job done by whoever modeled the armor skin. I understand armor stretches and gets "ugly" whilst in combat, but could you perhaps trim away this seemingly pointless black void that's behind the visible armor skin? The Achievement Point skins do after all take a while to unlock, especially the legs and body. It'd be nice if they didn't have weird glitches like this.

EDIT: Okay, this is odd. Batanga's textures/skin is missing in the first stage of "Forging Permission", when you go to steal the documents, but she's fine in the second stage when you use the forged documents to get past the arcane eye guards. This is the first time I've seen a skin missing and then return. Normally it's consistently gone (like in the case with Zojja).

This is occuring in all Asura personal story steps as well as chapters that contain Zojja. Can confirm this happens with Statics, "Val-A" as second chapter. I assume the same with other second chapter choices.

-If you have a bow(short or long) equipped and use use mount skill 1 or 8 to dismount it will make your bowstrings disappear. This applies to all mounts.
-Springer is hit an miss with this bug just by dismounting without using skill 1 or 8. Once in a while this happens with any mount, but Springer is particularly frequent.
-Dismounting with a different weapon and then weapon swapping to a bow.
-Zoning into a map with a different weapon and then weapon swapping to a bow.
-Using bundle items occasionally triggers it.

Since 6 months or so the pages of that legendary dont turn anymore if you use a shield skill .

There have been more I haven't gotten screens of yet, but boy howdy, just run through the personal story and you'll find plenty of them.
The texture errors are happening to other content but the Personal Story, including Living World (Season 2 included) and dungeons!
I've noticed some issues with NPCs. Some important ones.

Item: Funerary Vestment (Light)
Race: Any
Gender: Any
Problem: The flaps that are wrapped around the elbow and go down the forearm are... Stiff? Really stiff, actually. I like the design, but the stiffness really throws it off and causes a lot of clipping. Kind of feels out of place.
I concur with the missing texture items, these have been a recent happening. The b/w checkerboard texture is often consistent with textures for models/areas not being found, so the engine has to do something with the model. Good to know I'm not the only one with these issues.

The heavy Hellfire Chausses skin has a weird black void stretching and poking through the front, more prominently whilst weapons are drawn. It seems to have no purpose being there and almost feels like a sloppy job done by whoever modeled the armor skin. I understand armor stretches and gets "ugly" whilst in combat, but could you perhaps trim away this seemingly pointless black void that's behind the visible armor skin? The Achievement Point skins do after all take a while to unlock, especially the legs and body. It'd be nice if they didn't have weird glitches like this.

Gender: (not me, the NPC, and I can't tell)
Class: (unknown)
Description: only during the cinematics: "Stealing Secrets" - "Sneak upstairs and eavesdrop on the ministry guards speaking behind the door." The whole NPC is Black & White squares looks like large Pixels. Thought it was part of story, saw it before with this character just created 1/30/19 in earlier act of story cinematic.

It happened again during the starting Cinematics of my new Charr Guardian with Iron legion. I didn't catch it in time to get a screen shot and it only happened once...with one of the NPC's in the cinematic.

Issue: Agent Batanga NPC (Order of Whispers)
When: Personal Story (Asura Act 3) cinematics.
Race: Asura
The picture is the same as all the others posted here about missing textures. She's a checkerboard. I'm not posting a picture because it's the same as all the others.
EDIT: Okay, this is odd. Batanga's textures/skin is missing in the first stage of "Forging Permission", when you go to steal the documents, but she's fine in the second stage when you use the forged documents to get past the arcane eye guards. This is the first time I've seen a skin missing and then return. Normally it's consistently gone (like in the case with Zojja).

This is occuring in all Asura personal story steps as well as chapters that contain Zojja. Can confirm this happens with Statics, "Val-A" as second chapter. I assume the same with other second chapter choices.
This is "Setting the Stage", the prelude to all things Chapter 4, and it's one of the chapters mentioned, regardless of others.
While I'm bringing this up, I'm also getting reports of missing skins for the human Lionguard NPC during "Track the Seraph" instance in Chapter 3 of the Human's personal story. Checkerboard, like the rest.
I need to verify that there is a missing skin for Gixx in the cutscene cinematic for Durmand Priory's version of "Meeting my Mentor". Can anyone confirm?

Vanishing Bowstrings Bug:
-If you have a bow(short or long) equipped and use use mount skill 1 or 8 to dismount it will make your bowstrings disappear. This applies to all mounts.
-Springer is hit an miss with this bug just by dismounting without using skill 1 or 8. Once in a while this happens with any mount, but Springer is particularly frequent.
-Dismounting with a different weapon and then weapon swapping to a bow.
-Zoning into a map with a different weapon and then weapon swapping to a bow.
-Using bundle items occasionally triggers it.
