Adaptive Armor does nothing

I am not sure if this affects other people as well or if there is some combination of traits where it simply does not work, but the Scrapper grandmaster trait Adaptive Armor does not trigger for me at all. I can get beaten like a mule all day and never once I see even the tiniest bit of barrier appear from it. I can not really test if the condi damage reduction works, but as it is the trait seems to do nothing.
