Reaper shroud CD reduction

Hey Devs! We really need the CD reduction trait for reaper back especially for wvw/pvp. The rotation isn’t that big of a deal in pve but it’s yuuuuge in wvw. Trust me!

10 second shroud is still killing me and situations where I should be winning. I recently resorted to not using soul reaping with blood the new vamp trait rework and its still not good enough. I making shroud 7sec again will ultimately help the the reaper in all game modes and aspects. Not sure how long I can play like this the reaper form death sharp is realy buggy as well. I don't need more variables vs me on my slow buggy class.

I don't think decreasing the shroud CD is going to change too much- just buff the shouts and traits before doing that. I would say just make it so shroud isn't so mandatory for Reaper. Of course, this is my own opinion.

They should not have changed speed of shadows into some crappy trait it was just fine the way it was.
