Rift Stabilizer possible bug?

I don't know if this is a bug or intended so I might post this here.The stabilizer we got like one year ago seems to be a bit broken. First of all it's sad that the thing is soulbound so I tried it on a different character as well but:I can't seem to pick up the ??? item with another character because it doesn't even show up. I could only do it with the character who has done all the rift events back then but now I have a major problem. I can't seem to open any rifts because nothing seems to show up after I completed the PoF story on that character. It's kinda sad because I used the stabilizer to get up to the Dry Top JP when it was daily so it was a bit easier for my movement disability/hand disfunction.So is this a bug or actually intended?
