sometimes doesn't proc at all

It works consistently on the mobs that it will work on.

General rules as to when it procs and won't:If it will proc a kill sigil, it procs the trait. If you can rally on it from a downed state, it counts.If the mob does not give experience/loot, they won't proc it. If you do not do enough to qualify for credit on the kill, it won't proc. Certain event mobs and other quickly spawning mobs won't proc it.

Issue isn't with the trait.

Then perhaps should edit your post with a lot more information than just 'guardian renewed justice' 'sometimes doesn't proc at all', and perhaps someone could give a response that directly relates to PvP instead of the game in general and so that Anet could maybe know what the heck you are referring to and maybe recreate the issue instead of it appearing that you don't know how it functions. Because as is, what I posted is what most people will think upon seeing your post, and is relevant information for most newer players in a general sense.
