They were probably all wholesale thrown into his forged army, stronger ones held higher rank. All the FoW pretty much made up his forged army + replenished by strong foes/recent followers who had decided Balthazar had the right idea. Which surprisingly isn't many. There were a few humans who gave him the benefit of the doubt but very few went full living suit of armor for ole' Balthy.

Given the fate of Devona, and her letter to a general of the Eternals that's now serving her as a Forged, it's very likely that all surviving loyal Eternals had been the first generation of Forged.

Which makes it a shame that none of the named ones ever show up in the game.

@CETheLucid.3964 It's presented in a few events and story that most of the Forged recruits are actually enslaved souls of those killed. While Eternals and volunteers do make up some, we do see a few cases of humans fighting alongside the Forged (most often human priests who are making more Forged though).
