Why "impro" is 20s cd, yet mark is 17.5 s cd?

Hi,why "improvisation" trait from deadly arts is 20 seconds cooldown, while mark is only 17.5 seconds cooldown?

why i can not use rifle 4 when immobilized. seems like a nasty bug!?

impro has a cd causee of swindler's equilibrium and it is actually good that cd is 'only' 20s as steal base cd is 30s and mark base cd is 25s both higher then the trait. the icd prevents it getting too strong when using other traits to steal more frequent.some immobilizes cause weird bugs on rifle and they are not consistent, often you also cannot use snipers cover to remove the immob with free action. happens nearly every time i let my self get immobilized by a veteran guard in WvW, but not allways.

Honestly I've not noticed the immob issue, but I play with withdraw and rfi on an acro build with don't stop so there's plenty of ways to deal with immob there.

Imma go ahead and take a random guess that even if improv didn't have a icd it would still be lack luster. Im imagining the abuse... probably not enough abuse to be omg op.....though if it had no icd it certainly could have this weird stacking thing going on in pve if u traited right. Imma guess its because of PVE.

not enough in top 100 pvp games.

Improv was changed to prevent from being abused by the double steal trait.

ye Death's Retreat can't be used if you're immob which is stupid, is this intended or a bug? karl or someone please answer ty
