[Suggestion] Make retaliation stack in intensity

Retaliation. A boon so weak on one instance (1v1, hard single hits) while too dangerous for dev team's tastes in other (zerg vs aoe spammers);.Thing is it feels to passive and unflexible for me.

Here's my proposal:

stacking in intensity - each stack is consumed when enemy attacks, dealing damage back. So 5 stacks counter 5 next attacks, and nothing more.stronger - naturally it would be in return stronger then current one - both a meanignful punishement and a deterrent to attacker.activated with blocked hits - it's about time block punishment style started being a thing again. Especially vs full burst classes like mesmers.

I can understand last point is a problem with certain broken block guardian profession that shall almost remain unnamed, but that's a thing that should be addressed on the guardian itself and not thrown out the window cause guardian, while there are many other professions that could really benefit from it.

Confusion is not passive, it's ways that it's applied that may or not be passive. On rev you have banish enchantment which deals serious amount of stacks in competitive, but is very short lasting - so it's not fire & forget, only "use it at right time, or waste 20 energy easy."If other profession have spammy, easy 24/7 confusion, then that's subject of balancing their skills, not condition itself.

Confusion is passive and it's applied throuh active skills, but is brainless since allows players to get rewarded because reasons.

There is no way to defend a condition which works like confusion, sorry.And it works somehow like retalietion, but retalietion needs the target to be hit ( so you take part of the damage only if you hit. confusion deals you damage whenever you use a skill ).
