I went to the Mystic Forge vendor in both Ember Bay and LA, but both gifts are not even showing up for me.
You could try a -repair of the client.
You could contact the CS Team and 'Submit a Ticket' for assistance.
Both are accessed via the 'Support' link above/below.
(You could try other Mystic Forge attendants.)
(The only other thing that might affect it could be that one must have all 6 Episodes unlocked.)
