Im just looking for people to fun and learn about the game any ideas on how to find people i havent really seen that many people with only being level 9 lol

Check out the Looking for Group tool to see if there are any parties on your map with similar goals as yours that you could join, or just put up a notice of your own to invite others to come explore with you.

If you are playing on a free to play account, access to the racial cities will open up at level 10. You will have a waypoint unlocked just outside each of these cities (and thus also have access to all five starter maps in case you'd like a change of scenery).

Other than that, just set out to explore the world. You can't really go wrong with that :) .

I'd advise going to to the Guild subforum and seeing if any guilds there match what you are looking for to join. You will find the World generally quite bustling, but there will be times where you suddenly find yourself alone in an area and a Guild will help you overcome that, whilst being on hand for useful advice etc
