How to get the 'Inquest Mark II Weapon Collection'?

Hi, this might be a stupid question but I couldn't seem to find any info on how to get hold of the weapon skins of the Inquest Mark II Weapon Collection. If someone could explain to me where and how to get hold of them, then that would be great!

I found this information on the Guild Wars 2 website but I am unsure what it means. What are Black Lion Claim Tickets?

The new Inquest Mark II weapon skin collection is available from the Black Lion Weapon traders in Lion's Arch (and the VIP zones). Each skin requires a Black Lion Weapon Claim Ticket, which is an Uncommon drop from Black Lion Chests, or can be traded for 10 Black Lion Claim Scraps, which are also obtained from Black Lion Chests.

Alternatively, you can purchase the Inquest Mark II skins from the Trading Post, once other players start posting them up.

Essentially, you can only get them as part of the RNG with the Black Lion Chests, either directly, through scraps or via collecting statuettes (takes a lot).

EDIT: Excellent point from @Ojimaru.8970, you can wait and buy them on the TC from people that purchase them with their tickets and opt to sell them.

Black lion claim tickets and scraps drop from Black Lion Chests using a Black Lion Key from the Gemstore.You can get Keys from certain in-game things, but they are either Rare to acquire or limited to how many you can get. Gemstore is the ‘proper’ way of getting these keys.You can /Wiki both of these items (Black Lion Key / Black Lion Chest) to find out more.

Okay, so looking at these messages, there are two ways to ultimately acquire the skins:

1) Purchase the skins once they start being sold on the trading post.2) RNG from black lion chests to get tickets to exchange with a vendor for the skins.
