The Shatterer: timer and breakbar broken

Can't complete the "Smash the Dragon" (or "No-Fly Zone") achievement.

The Commander had an Excel sheet of all possible times that the breakbar could occur (depending on the timestamp of the first one), but none were accurate, it seemed pretty random. Furthermore, the second breakbar did not occur at all.

Please fix so that people who haven't done those achievements before the bug(s) can get them, too.
