Where is the new Breather Skin?

As in the title. I see that there's a new ascended breather with a new skin, but no indication of where to get it.

In Lions Arch where you start the diving achievement's. She's just south of the WP south of the TP

It's sold by the new Dive Master NPC. First tab, right at the bottom. Unclear for now if buying one unlocks the skin for all 3 weight classes, as other aquabreather skins have done.

Dive Master Astora sells it in LA.

I don't remember whether the mail arrived before or after (and in any event it was really quiet, whenever it arrived). But you're right, I didn't read the mail until after I found her. :/

Sometimes it takes a moment if your mail is so-what full.
