Races balance - regarding mastery's.

I'm not sure this is accurate but from what I gathered mastery skills still get used in the races in PoF. If this is true I find this to be quite a flaw for it in terms of making it fair for all participants- due to the fact that whoever doesn't have all the mastery's doesn't stand a chance of winning the race.Hoping this is an oversight and not an intentional decision, if possible they should lock people out of mastery ranks for the race and return on exit.
