Mark does not grant Malice with Mug

Mark (deadeye) does not grant Malice (get 1 malice when u hit marked target, get two when u crit target) with Mug (deal 1000 dmg, heal 1000). Mark is the skill which first marks target, then deals dmg. Why You dont get malice when u hit target with mug?

You need to successfully hit with a skill that costs initiative to cast. So mug will not generate malice since it's "free" in terms of initiative.
