Possible to remove cool downs from stealth attacks in PVE?

I can't see the big picture.Is there a reason for stealth attacks to have a cool down in PVE?

I like playing power daggers. I got all specializations unlocked. This is my favorite way to play open world.

Why?Sometimes lag or something makes the character move out of range, and if I want to flow my attacks uninterrupted I must use an initiative skill that has less damage.

If not, how about instead of a cool down make the stealth attack cost a few initiative?

I wish they just buffed stealth attacks by a tiny bit and just have it reveal on use.

Currently, what is really unfair is that the time between a failed backstab is the same as the failed sneak attack. They added some random huge delay between backstab and when the cooldown starts to tick down.
