[SUGGESTION] Change extra dmg condition traits to "on critical hit"

Condition application is rampant all over the game.

All classes seem to have traits that can exploit condition application to do "condi bursts".In PvE this is not much of an issue, but in PvP and specially in WvW (due to trailblazer gear) condition builds can be both very tanking and still very bursty.

I think the best way to fix this (without removing certain gear-sets or play-styles from the game) is to move most of extra condi application to critical hits.

This way, condition builds that want to deal maximum condi dmg will have to invest in precision and loose some defense, while condition builds that already focus on full dmg (mostly pve viper, sinister and griever builds) will remain the same.

For example:

  • Reaper trait Deathly chill: change to apply bleed on critical hits against chilled opponents;
  • Mirage trait riddle of sand: change to apply confusion on a critical hit;
  • Spellbreaker trait revenge counter: change to copy conditions on opponents you critically hit with full counter;And so on...

Same can be done with some weapon skills:

  • Mirage axe auto chain, last step applies only one condition, 2 (like now) if critically hit.
  • Thief sword infiltrator strike: immobilize on critical hit only.And so on...

Most classes have traits that give them extra damage conditions, or flat out extra condition dmg. Such traits, and skills with a great number of condition application, should be more dependent on critical hits.

Condition damage does not crit and therefore does not rely on precision or ferocity. In order to get high burst damage from condition damage you need to stack the conditions which can be cleansed as opposed to Power damage where you can simply land a critical hit.

I'm not sure whether it would be sufficient, but at least it's a step in the right direction. The current state, in which a condi build loses less than 10% damage for going full tank mode in its gear (viper vs. trailblazer), is not healthy to the entire game.
