Not everything needs a formal achievement.

It is literal the only reason to do the bounties at least once, but maybe Anet likes content that gets completly ignored, who knows

But even if YOU like to do them for no good reason, good luck finding people who do the same. It can already be quite hard to find people for old events that are tied to achievements, so this will just make it worse. Pretty sure in this game a large percentage of players only do things if they want the rewards behind it.

your
only reason. And even if that was someone's reason, like you say, it's just to do it once.

But even if YOU like to do them for no good reason, good luck finding people who do the same. It can already be quite hard to find people for old events that are tied to achievements, so this will just make it worse. Then making it achievement serves no purpose. If, as you say, we cannot find people for "old events tied to achievements," then adding an achievement only helps those who want the achievement and only helps them once. It offers no help at all, in your scenario, to anyone coming late.

If the goal is to add incentives to doing bounties, then adding a one-time achievement is the worst of all possible tools to do that.

Pretty sure in this game a large percentage of players only do things if they want the rewards behind it.Pretty sure that a large percentage of humans only do things if they want rewards from it.Even so, there are people who do stuff for fun, including people who like the challenges of soloing bosses, people who like to level up characters (and don't like L80 content), and so on.

tl;dr If the goal is to increase the incentive to complete bounties, adding a one-time achievement is the worst possible tool, because it only encourages people to complete it once.
