Balthazar plot line in LWS3/PoF

I'm curious as to why there wasn't a story line leading up to or during the reveal of Balthazar being back during LWS3 where he was going around to the various his various temples and the temples of the other gods to steal the power from them to charge his batteries? If he ever comes back it could be a plot line for his ghost to steal power from them to rebuild his physical form. It could be a way for the devs to revise the events and metas for various maps; especially Orr.

I think that's the answer - temples to the 6 Gods aren't great sources of power. In GW1 players could obtain buffs from the gods by visiting their statues, but that was because they were used as focal points to draw the gods attention rather than because the statues themselves had any power. Kind of the magical equivalent of telephoning someone for help - the phone enables you to get help by acting as a conduit but it doesn't provide help itself.

Some of them have some residual magical effects, like the temples in Orr (but even that's tied to the risen priests and priestesses rather than the temple itself) or the Temple of the Ages in Queensdale where the constant passage into the Mists in GW1 caused permanent damage to the barrier between worlds. But for Tyria it's nothing special, more magic than you might find in a normal area but not enough that it's unusual.

Which brings me to the second point: Balthazar was in a hurry. He had escaped The Mists and was defying the other Gods by returning to Tyria to do something which at that point even mortals had realised would destroy the world. It was only a matter of time until someone stopped him, so he didn't have time to go all over the world collecting up little bits of magic (which would also bring him into direct conflict with the dragons, who are doing the exact same thing). He needed very large sources of power which could be released and consumed all in one go. The bloodstones were a perfect target because they're absolutely massive stores of magic (both physically an in terms of how much power they hold) and the fact that one of them was already being destabalised by a bunch of fanatics and they worshipped another being Balthazar could disguise himself as just made it even better.
