Is the Armored Guy in the Orr Art Have Any Importance?

Is the armored risen guy that's seen in the art of all three zones of Orr have any importance or is he just a regular Risen with the Arah armor set?

Isnt that the Risen Priest of Balthazar from the Straits of Devastation meta?

Most loading screens are just concept art pieces that fit the setting.

Not only wears the heavy Orrian armor but wields Eternity and is the guy who defends the Gates of Arah. At release, you had to defeat this guy in order to access the Arah dungeon, which meant he was the final challenge before entering Victory or Death (aka facing Zhaitan). So he was the real, original, penultimate boss rather than the Sovereign Eye of Zhaitan, and was the ultimate open world boss.

Unfortunately, like all core stuff, he was underpowered so it is/was a bet of a let down fight once people got their level 80 exotic gear. And unlike the temple bosses, he didn't get a revamp... just a nerf since people wined and moaned about needing to complete a meta to complete the personal story.
