Warrior Blaze Breaker bugged? - confirm please

It's been forever that warrior's torch skill 4 - Blaze Breaker - has been bugged now since the last skill balance patch.

Now regardless of hitbox size, it will only hit one time on every target. Which was not how it used to be considering it could hit up to 3 times on smaller hitboxes and up to 5 times on larger hitboxes. This has effectively nerfed the skill to make it pretty bland and unsatisfactory to use.

I would like to know if this was intended, considering this change was never declared in the patch notes, and if this is an unintended bug if it will get fixed soon or at the very least fixed with the next skill balance patch.

Knowing that Arena Net is at least aware of the situation would be very helpful, since being transparent about issues is the normal thing to do and helps put people's minds at ease and shows they care. I will eagerly await an official reply.

I've noticed cases where it's not even applying the burn it's supposed to. So yes i'd say its bugged.
