The buff is not consumed and the cooldown of Maul is not reduced.Also, Dagger 3 (the leap) consumes the Quick Draw buff but the cooldown is not reduced. Try putting a dagger in the MH and then two OH weapons. Use one charge of #3 and then swap and use the other to see if it's actually working.
