Why can't deadeye malice also improve condi dmg?

Was malice improving condition damage something that was tested in beta and considered too strong? Or was it never even considered?

I think the damage a thief can pump out via the DE spec is fine and no more needed due to Malice for those Conditions. Keep in mind that the malice does in fact increase the power damage ALL condition builds do.

The mercy and steal resets available to the thief which can be used to reapply on steal conditions is very potent. The change to the on steal skills all contain a condition component as well most of which (from a condition perspective) are upgrades from the older steal when just considering damage.

Because it's a power spec, and they learned their lesson with Deadly Chill.

Because a condi-based spec with a 1500 range would probably be a little difficult to balance.

Malice increases condition damage via Perfectionist. In general, the might stacking options on DE increase condition damage.

And doubling up on Mark allows for significant condition application.

Not all weapon sets are ideal for conditions but condi thief, generally, is more about the traits than the weapons when it comes to damage application.
