All ports open, still constant error 7. Very fast internet speed. Help???????

I was told this may be an issue with windows. That i would have to format and reinstall GW2. I dont want to do that if there is another option. I contacted my college's IT and they said there were no restrictions on my port. What is the problem? Also now how huge dishonor from constantly being dc'd in pvp.
