HELP! I have the scrapper skill and it says it is not activated? What am I missing here?

I also wanted to know how do I reasign my point in the Scrapper specialization? Anyone know and can help me figure out how to use this ability? In wiki and forums no information on how to activate this skill :anguished:

you have to activate it on the bottom specialization when you spec your traits
